Deputy accuses driver of holding phone with missing hand in viral traffic stop

Florida police pulled over Kathleen Thomas for allegedly holding a phone in her right hand while driving. Thomas, who was born without her lower right arm, showed the deputy her missing limb, but the deputy issued a $116 ticket. The case was later dismissed after a review of the circumstances.
