Visitors face immediate fines for making one big mistake in crowded destination
Shibuya Ward in Tokyo began issuing 2,000-yen fines for littering in public areas starting June 1 to address overtourism challenges. The measure follows a surge in international visitors, with 42.7 million recorded in 2025, and includes increased patrols and multilingual enforcement staff. Japan also plans to triple its international tourist tax to 3,000 yen per visitor.
