Committee finds inconsistency and lack of scrutiny for Pa.’s legal aid revenue source

A report by Pennsylvania's Legislative Budget and Finance Committee found inconsistencies in revenue collection for the state's Access to Justice account, which funds civil legal aid. County row offices, the largest revenue source, use an outdated mailing process for remittances, leading to declining funds and lost revenue. House Bill 331, signed by Gov. Josh Shapiro, prompted the review.
