Special election for Swalwell’s open House seat heads to runoff

The special election for Eric Swalwell’s open House seat is moving to a runoff after no candidate secured a majority. The top two candidates are California state Sen. Aisha Wahab and Bay Area transportation official Melissa Hernandez.
