Lebanon war damage estimated at $1.3 billion, but who will foot the bill?

The war damage in southern Lebanon from the Israel-Hezbollah conflict is estimated at $1.38 billion by a UN agency and a Lebanese research centre. A proposed $300 billion reconstruction fund in the US-Iran deal does not include Lebanon's reconstruction, according to a 14-point agreement.
