An NYPD officer, Quilbvio Espinal, was arraigned for allegedly pointing a gun at civilian employee Megan Kwan inside One Police Plaza on March 26. Espinal, who worked at the Information Security Office, was suspended and had his firearm confiscated after the incident, which led to a civil lawsuit by Kwan alleging harassment and sexually charged texts.
