Two earthquakes flattened parts of a 1,100-unit housing complex in Venezuela, leading engineers to call for an audit of similar public housing. The complex, built by late Venezuelan leader Hugo Chavez after previous floods, suffered destruction exacerbated by building failures and soft soil.
