Russia Poses as Ukraine’s Security Service to Recruit Ukrainians for Terror Attacks
The SBU reported that Russian intelligence is impersonating Ukrainian law enforcement to recruit civilians for sabotage and terrorist attacks. Methods include fake summonses, stolen personal data, and blackmail to pressure individuals into illegal activities like arson and surveillance. Dozens of such attempts have been uncovered in 2026.
