Preparations for border wall underway at Santa Ana National Wildlife Refuge

Preparations for a 30-foot-tall border wall are underway at Santa Ana National Wildlife Refuge. Crews from Spencer Construction are cutting grass and brush on the southside of the levee, where U.S. Customs and Border Protection has designated the wall's location.
