A new "scam" this time coming from USPS itself???

A user received a suspicious email from USPS on July 4 about new PO Box pricing, claiming non-payment by July 12 would result in higher fees. The USPS website does not mention the new rates, and the user has received similar communications three times in three years. They plan to pay the PO Box fee in October as usual.
