An 18-year-old suspect scoped out a Northern California library before returning with a shotgun, fatally shooting two men and injuring a 7-year-old girl. Police arrested the suspect within four minutes of the first 911 call. The victims were identified as Jacob Hull (46) and Robert Johnson (74).
