This disruption was part of the annual Han Kuang exercises, military drills designed to model a response to a possible Chinese military invasion. The comprehensive drills integrated civilians and local governments, reflecting Taiwan's increased defense readiness amidst heightened tensions with China.

As part of its annual Han Kuang exercises simulating a response to a possible Chinese military invasion, Taiwan slowed mobile web traffic to 256 Kbps in Taipei and several other cities. These intensified drills incorporated local governments and civilians, conducting simulations such as air raid practice at metro stations and relocating hospital operations underground. The heightened defense exercises reflect increasing tensions with China.

The Taipei City Zoo received a pair of red pandas from China, the first such exchange in over a decade. The pandas, a 3-year-old male and 2-year-old female, will undergo quarantine before public unveiling. In return, Taipei will send white-handed gibbons to Shanghai as part of the animal exchange.
