According to Virginia Department of Transportation cameras, the tunnel reopened before 11 p.m., though VDOT warned drivers to expect delays in the area.

The Hampton Roads Bridge Tunnel expansion project is reported to be nearing substantial completion, according to officials with the Virginia Department of Transportation.
