However, civilian AI systems mediating access to rights and services remain under-regulated, creating a governance imbalance. The U.N. Secretary-General’s High-level Advisory Body on AI warned of an accountability deficit in civilian AI deployment, particularly in post-conflict settings where institutional capacity is limited.
