Supreme Court Justice Neil Gorsuch highlights a decline in civic literacy and co-authors a children's book to educate the next generation about America's founding principles. Only 13% of eighth-grade kids are proficient in American history, and 22% in civics. Six out of 10 adults would fail the citizenship test.
