As FCRA restricts NGOs, Supreme Court had agreed that right to associate is not carte blanche for foreign funds
The Union Home Ministry introduced stricter limits on NGOs receiving foreign donations via the Foreign Contribution (Regulation) Amendment Rules, 2026. These amendments derive their legality from the Centre’s Supreme Court argument that the right to associate does not include unrestricted foreign funding or use of funds outside 'permissible activities'.
