Two charged after severed arm with Packers tattoo found in Illinois lake, police say

A severed arm with a Green Bay Packers tattoo found in Lake Mattoon led to the identification of a Plainfield man's remains. Two people, including the man's mother, have been charged in the case, according to Illinois State Police.
