[US] Someone else's mail keeps being delivered to my address. Scam?

A person moved into a new home and has been receiving mail addressed to an unknown individual at their address. The previous owner does not recognize the name, and the recipient is concerned about potential USPS errors or identity fraud despite using locked community mailboxes.
